Affiliates are more or less partners. Various websites "affiliate" with each other to help each other out. Whether it may be by giving each other hits, helping each other out by information, images, news, etc... Top (some call it Elite) affiliates are usually sites that are of high quality, or high traffic sites, or related to the same subject.
